I have to acknowledge the receipt of your te-

legram of 8th, instant directing that regulations that had been

made allowing the removal of persons suffering from Plague to

their homes in China should be cancelled.

2. Your telegram was the first intimation that

I had of the existence of such a regulation which hấd I find

been suspended during my absence, as the Medical Officer of Health was under the impression that it infringed the provi- sions of the Venice Convention.

3. On receipt of your telegram I looked over

the papers on the subject and read the Convention. As I presume that the information on which your telegram was based came from Singapore I have the honour to attach a copy of the cor- respondence with that Colony while I was on leave, as also a copy of the regulation as to removal.
